WILLIAMS DISAGREES WITH DAFF ON EC METHODOLOGY

The process for evaluating applications for Exceptional Circumstances drought relief has again been questioned by The Nationals Senator for New South Wales John Williams.

During a Senate Estimates hearing, Senator Williams queried why rainfall readings from properties within the area are not sought by authorities to give an overall picture of the drought circumstances.

The Department of Agriculture, Fisheries and Forestry says it only sources rainfall from official Bureau of Meteorology sites such as nearby towns but both it and the National Rural Advisory Council consider other figures if they are submitted as part of the application.

It did admit that this methodology has been the subject of discussions with the Bureau of Rural Sciences but has not been changed because it is sound and reliable.

Senator Williams said it is an unsatisfactory process because rainfall is so variable and an accurate picture is not always provided.

He also questioned why NRAC representatives from other States are sent to observe an area they are unfamiliar with, and when told it is NRAC’s policy, Senator Williams said he totally disagrees with it and local knowledge should be used.

“I used the visit to the drought-stricken Bundarra area in January as an example. Parts of the area had received a decent fall of rain around Christmas, so when the NRAC representatives from Western Australia and Victoria turned up it probably looked in good shape. However, locals could tell you the feed was very short-lived and had no protein. Many parts of the district also missed the rain.

“I am also concerned about the delay between when the EC application is given to NRAC and when a visit or decision is made. NRAC has eight members so perhaps more should be appointed to ease the panel’s workload.

The good news from the hearing is that DAFF has confirmed advice will be settled this week on the revised Bundarra application. I hope it is positive advice”, Senator Williams said.
